The inspector’s report on the fire disaster in Bolu has been released. The inspector’s reports regarding the tragedy at the Grand Kartal Hotel in Kartalkaya, Bolu, which occurred on January 21, 2025, and resulted in 78 deaths, were sent to the Parliamentary Research Commission. Following the preliminary investigation conducted by the Ministry of the Interior, it was determined that the Bolu Special Provincial Administration and Bolu Municipality were responsible for the incident.
DEFICIENCIES IDENTIFIED, APPLICATION WITHDRAWN
According to a report by Murat Gürgen from Nefes Newspaper, the hotel management applied to Bolu Municipality in December 2024 to renew their competency certificate. However, the fire department affiliated with the municipality identified serious deficiencies at the hotel. Following this development, the hotel management withdrew their application and reapplied to obtain a new certificate.
AUTHORITIES DID NOT TAKE ACTION, FAILED TO INFORM OFFICIALS
The inspector’s reports emphasized that despite identifying deficiencies regarding the hotel, necessary actions were not taken, and the relevant authorities were not informed. It was concluded that the Bolu Municipality officials and the Bolu Special Provincial Administration, which issued the business operating license, shared responsibility in the chain of negligence.
CHAIN OF NEGLIGENCE LED TO THE DISASTER
The report states that the failure to conduct necessary inspections on time, the lack of adequate steps to address deficiencies, and the failure to implement legal procedures created the conditions for the tragic event.
While the legal process regarding the disaster that claimed the lives of 78 people is ongoing, the negligence of the authorities has drawn a great deal of public outrage. In the later stages of the investigation, it is expected that legal sanctions against those responsible for the negligence will become clear.
